Workflow not create owner

Hello, below I send screenshots of my workflow, it should install the owner when the city or regions match in a new contact, but from time to time there are users whose regions match those specified, but workflow does not add the owner. Help me find the reason

When I try to run a test with a contact that has not had an owner added, I just get the response doesn't meet the enrollment trigger and would not enroll in the workflow

Hi @Karion,

It looks like your test contact simply doesn't meet the enrollment criteria – specifically, that they do not have one of the specified countries in the filter. Have you checked for this contact which value they have in their country field?

@Karion the left sidebar of the enrollment criteria settings has a test feature at the very top. When you test your record against the criteria, what is the result?
