Is contract length defined in months or years in Hubspot? If I have a 3 year deal, what value do I place in contract length?

As far as I know, "Contract length" is not a default deal property. It was likely created by someone in your company. That means: it's up to you 🙂 You should align internally, come to a decision and document it in the property description field.

HubSpot transactions do not come with a default "contract length" attribute. This indicates that it's probably a unique property that your business has made.
Recognising your unique property: Examine the description of the property: It ought to specify the appropriate interpretation for the value (in months, years, or even other units).
Speak with coworkers: Ask a member of your team who established the property or knows its function if you're not sure.
Particular to the three-year agreement: Without verifying the definition of your property:
With months assumed, you would enter 36.
Counting on years, you'd enter 3.
Make sure you always confirm with your team agreement or internal paperwork. Reports and analyses that are erroneous might result from entering the incorrect value.
