How do I track how many outbound calls are being made from Hubspot for team members who are using Sales Starter?

There are a some default reports in the HubSpot report library (Menu > Reports > Reports > Report library). Simply search for "calls" and some default reports should show and populate with real-time data.

For example, "Activity leaderboard by team with type breakdown" or "Call outcome totals by rep" could work for you.
