Is there a way to report on how many calls were made on a record before deal is won?

Not retroactively (at least not without custom code), but going forward, yes:

Create a deal roll up property that counts associated calls: https://knowledge.hubspot.com/properties/create-calculation-properties
Create a custom deal number property 'Number of calls before closed won' or similar
Create a deal based workflow that enrolls won deals and copies the number from the first property into the second (once, no reenrollment)
