I am trying to create a contact report, grouped by deal, like this:

Deal 1

- Contact 1 name, phone, email, company

- Contact 2 name, phone, email, company

Deal 2

- Contact 1 name, phone, email, company

- Contact 2 name, phone, email, company

And then I'd like to share it out with a URL or feed to a partner that is not a Hubspot user.

How can I create that report, and how can I share it out?

To create such a report, pick deals (primary) and contacts as data source, then configure as shown below: https://knowledge.hubspot.com/reports/create-reports-with-the-custom-report-builder

Pivot tables are limited to a maximum of 4 rows, so you'll have to make a decision as to which field you skip.

Sending reports to non-HubSpot users is not possible. You can set up a recurring email to yourself and auto-forward, but you cannot send reports directly to non-HubSpot users: https://knowledge.hubspot.com/dashboard/email-or-export-reports-and-dashboards
