I was wondering if its possible to filter smart rules where only people NOT in a contact list membership could access it?

If not, is there another way we could achieve this?

not possible to filter Smart Rules in HS to only show content to people who are not in a contact list membership. only way to achieve this is to create a rule that does not require a contact list membership.
