&lt;P&gt;That mainly depends on what your goal is - do you want these contacts to be worked or not? If yes, create leads and make sure they're followed up with.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;The fact that the time in a lead stage might go up is really just a way of measuring things. Whether you're measuring the time or not doesn't change that these contacts/leads aren't currently being worked.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;So in my opinion this mostly depends on whether the sales team has the capacity to reach out these records and whether you want to make it a priority. Do you expect that that working these contacts will contribute to goal attainment?&lt;/P&gt;

      <title>Lead Pool Management</title>

      <description>&lt;P&gt;I have a large list of contacts that I want to assign to an open lead pool. They haven't been contacted in over 100 days. I have decided I will assign them to a default contact owner. However, none of them have lead records. Does it make sense to bulk create leads? Or has anyone have success with just leaving the contacts in the pool for reps to go in and work and create the lead manually right then? Otherwise the lead will just sit out there until someone starts to work it. But this could affect reporting and inflate the time sitting in the "new" lead stage.&lt;BR /&gt;&lt;BR /&gt;What do you guys think?&lt;/P&gt;</description>

We want the reps to be able to pick and choose a contact to call and then the contact record and lead would go in their name after a call or email is logged. But not including sequence emails. Feasible?&lt;/P&gt;</description>
