Hi,
I have a question - is it possible to automatically create Leads when importing Contacts to HubSpot's CRM database?

Yes, you could do so with a contact-based workflow that enrolls contacts from that import (e.g. 'When filter criteria is met' > 'List membership' or 'Import'), then add the workflow action 'Create record' after enrollment to create leads.
