Hubspot WordPress plugin account connection error (Your account doesn't have access)

Hello, we're attempting to connect the Hubspot WordPress plugin with our account and getting an error:

Your account doesn't have access
You don’t have permission to connect a website to your HubSpot account.
Ask an admin to update your permissions in settings.
Learn more about integrations and user permissions.

The administrator granted the following permissions to my account, however, it still doesn't work:

• App Marketplace Install/Uninstall Access
• Template Marketplace Access
• Contact Properties Access
• Domain Settings Access for connecting domain
• Developer Tools Access (for API Integration)

The reason we need the plugin is to connect Contact Form 7 with HubSpot.
