Any insight on the solution to the blocking of new OAuth apps?

Would anyone be able to give any insight on a resolution on this?
It is currently blocking me from submitting to the Hubspot Marketplace and by proxy signing up for the Technology Partner Program.

Background:
I have been working on an app for the past 2-3 months, and getting ready for Marketplace submission (currently in beta testing). However, the company my old portal is connected to has been closed down (long story), and I created a new one with the express purpose of starting clean, using the new developer framework, as the proper umbrella for this app.
I was going in to create the new Project and then got blocked, because I need to create an OAuth app Project.

So, I am really stuck in a debug loop here...

Anyone have any insights to share, or can point me in the right direction?
