Please tell me the section of the documentation where it says how to create an application that can receive requests and, based on the responses, create tickets in the CRM
Is it possible to implement this in private applications?

@DMatjusevs - an alternative to direct API creation of tickets is to use the form submit API at https://developers.hubspot.com/docs/reference/api/marketing/forms/v3-legacy#submit-data-to-a-form-supporting-authentication

The advantage is that you do not need to expose HubSpot internal values for things like pipeline and status to the external application.
