Okta SCIM and roles

I'm going over the SCIM provisioning setup process for Okta. Looking at the documentation is seems to require that an Okta Administrator role be created for each permission set in Hubspot. This means that every HubSpot user becomes an Okta admin. Admin roles can of course be limited, but they can't be limited to zero Okta functions.

Unless I'm missing something this seems like an incredibly poor method for managing users. Am i mistaken here? Are people actually going through with this method or skipping it in favor of workflows for provisioning?
