Connect to remote API without Workflows?

I have a customer who wants me to create an integration so contact forms in their customers' Hubspot sites can send data to a 3rd party API. The end user customers have the Marketing Starter package, so they can't use Workflows, as I understand it. The 3rd party API requires a key to be sent in the request header. I'm a career developer and have worked in a variety of environments, but I have very little familiarity with Hubspot. Is what I have described doable? If so, could you point me to some useful resources? Any suggestions and input is appreciated.

Hey @SRalston05, thanks for reaching out! I haven't personally done this before, but I have some resources that will hopefully help you get started.

Looking at the available HubSpot APIs by product tier, the form API is available at Marketing Hub Starter.

Here is the Forms API Overview HubSpot Developer Doc as well.

Thanks for your reply. From what I can tell, the Forms API only collects incoming data. I don't see where it can be used to send Hubspot form data to a 3rd party API. If I'm wrong about that, could you fill me in a bit more about it?

I looked at the API by tier page you linked me to. It shows that the Marketing Hub Starter tier does support the Webhooks API. I think that might do what I need, but other material I've read tells me Webhooks can only work with Workflows, and my customers' Marketing Hub Starter accounts don't provide Workflows. Do you know anything about that?
