Trying to authorize public app and getting this weird message. This is a private app, which can only be installed in one account

https://app.hubspot.com/oauth/authorize?client_id=c42be743-6130-439d-b122-b00d2e0b40c8&scope=etc identical as other app except for redirect &redirect_uri=https://lxf585oa4a.execute-api.eu-south-1.amazonaws.com/dev/api/hubspot/oauth/getTokens&state=eyJ0b2tlbiI6ImV5SmhiR2NpT2lKSVV6STFOaUlzSW5SNWNDSTZJa3BYVkNKOS5leUpuYjI5bmJHVkpaQ0k2TVRFNE16STFNemsxTnpRME5ERTJNRGN3TURBd0xDSnBZWFFpT2pFMk5qazNNVG

Trying with other public app goes through with this call.

I dont understand what is different about these two public apps (identical settings)

Chrom dev logs show https://app.hubspot.com/api/oauth/v1/application-authorizations?portalId=21203738& response {"status":"CLIENT_UNAUTHORIZED","message":"client does not have permission to request scopes","correlationId":"85f47f18-d257-4e7e-8194-776182cf8408"} I am using same superadmin user to oauth both public apps. One works other one fails.
