Are emails sent via the SMTP API associated to contact records based on email address?

The documentation for the Transactional Email functionality is clear that when using the Single Send API, that "Any emails sent through this API will automatically be associated with contact records based on the email address.".

But this is unclear for the SMTP API. There is no mention on this page as to whether or not emails sent via the SMTP API are associated to contact records based on the email address.

Does anyone know whether emails sent via the SMTP API are associated to contacts based on email address or not?

Yes! It is based on email address. I have also made the developer docs team aware of this so they can update the documentation if needed!
