Form accepts submissions but doesn't exist in portal — editor shows different form than page

Hi all, we're an agency with access to a client's Marketing Hub Enterprise portal and we've run into a strange situation we can't explain. Hoping someone has seen this before.

Setup

Form GUID in question: 7f72f434-***
Submission endpoint observed in the live page: https://forms.hsforms.com/submissions/v3/public/submit/formsnext/multipart/***/7f72f434-***
Submissions to this endpoint succeed (data is captured)

Problem 1 — the form doesn't exist in the portal

It does not appear in the Forms index page (no filters applied, all form types selected, viewing as a user with admin-level form access).
Opening the form editor URL directly returns "page not found":

Despite this, submissions to the formsnext/multipart endpoint with this GUID are accepted by HubSpot.

Problem 2 — page editor and published page show different forms

There is a landing page that, in the page editor, has a form module configured to display Form A.
On the published version of the same page, the form actually rendered is Form B = the "ghost" GUID 7f72f434-....
Inspecting the live page source, there is only one form on the page, and its data-form-id / submission action references Form B. There is no second hbspt.forms.create() script anywhere in the page source.
The same Form B is also used (correctly, intentionally) on another page in the portal.

Questions

Does the formsnext/multipart submission endpoint behave differently from the integration v3 endpoint regarding submissions to deleted form GUIDs? In our test, deleted forms should reject submissions, but this one is being accepted.
Is there any scenario in which a form GUID is valid for submission but completely unreachable in the UI and via direct URL — e.g. forms scoped to a Business Unit the current user can't see, forms migrated/orphaned during a sandbox sync, or forms created via a deprecated API that don't surface in the modern Forms tool?
Independent of the above, how should the page editor / published page mismatch be diagnosed when the page source contains only one form and that form is the "ghost" one?

Any pointers on how to proceed (or what data HubSpot Support would need to investigate) would be appreciated. Happy to provide additional details privately. Thanks!

Are you sure you want to share information like the portal ID, form ID etc publicly? I'd recommend updating your post and removing this information. cc @CommunityTeam

Could you confirm if this is a portal with business units? If so, make sure that you're looking for the form within the correct business unit. https://knowledge.hubspot.com/branding/manage-your-brands-with-hubspot-brands#navigate-to-brands-in-the-main-navigation

If that's not it, you could simply reach out with the same information you shared to HubSpot support in-app directly.
