To date we've used DocuSign + stripe to collect billing info, with the new payments feature - is it possible to collect payment info (Credit Card, ACH, etc.) without actually charging the account through Hubspot?

The HubSpot Payments tool is meant to collect one-time and recurring payments from your customers and cannot be used to collect customers' billing information.

The underlying infrastructure for payments features that are built in HubSpot is provided by Stripe and Stripe is also responsible for the secure processing, transmission, and storage of sensitive payment information. HubSpot does not directly capture or store such information, and only surfaces certain tokenized or partial information about transactions within your HubSpot account.

I wanted to mention that Hubspot's terms of service forbid the storage or processing of sensitive payment information in your HubSpot account. You can find HubSpot's terms-of-service here (section 2.10, Use of Services). We would therefore recommend to keep storing the customers' billing information in Stripe.
