&lt;P&gt;It looks like you created a contact-based workflow which cannot re-enroll records based on associated records. Instead, create a &lt;STRONG&gt;call&lt;/STRONG&gt;-based workflow – this will enroll each call that meets the enrollment criteria, and you bypass the issue of re-enrollment.&lt;/P&gt;

      <title>Workflow to Create a record from a logged call</title>

      <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I want to create a work flow to create a new ticket based off if a phone called has been logged under a contact.
